Bailey White Solutions, LLC is a dynamic organization of transportation, infrastructure and civil rights professionals that bring decades of experience across transportation modes, funding, and compliance complexities.
We are sought-after experts with backgrounds in policy interpretation, development, and application, project management, federal procurement standards, grant management, training and education in support of federally funded programs, capital program management, and civil rights program implementation (including Americans with Disabilities Act; Title VI; Equal Employment Opportunity; Limited English Proficiency; and Small, Disadvantaged and Airport Concessions Disadvantaged Business Enterprises).
Our experts are former senior level executives that worked directly with federal, state, and local agencies and businesses to interpret and codify statute and law that guide program implementation. They have implemented oversight programs for federally funded projects and programs; and supported state and local governments, transit systems, State DOTs and airports carry out transportation programs and projects, while integrating grant program requirements. Our team has led multi-million-dollar projects while managing teams of expert staff and consultants responsible for executing tasks.

Diane White
Managing Principal
Bailey White Solutions, LLC is led by founding member, Diane White, who brings over 25 years of experience in the transportation industry working directly with the Federal Transit Administration (FTA), Federal Aviation Administration (FAA), state departments of transportation (DOTs), airports, and transit operators.
Ms. White has spent over 25 years managing and executing performance reviews, compliance reviews, program evaluations, organization analysis, and financial analysis. She has over 15 years’ project management experience overseeing the annual update of the FTA Contractors’ Manual, facilitating the logistics and conduct of workshops, comprehensive reviews, enhanced module reviews, and tribal transit assessments in the areas of federal and state compliance.
She brings over 10 years’ experience in state program management and compliance, including oversight of special projects to implement Coronavirus 2019 (COVID-19) supplemental funds and Civil Rights requirements, facility construction, bus procurement, state program funding review, and contract administration. She also has over 10 years’ experience as a workshop instructor and trainer on FTA and State compliance requirements.
