Bailey White Solutions, LLC (BWS) recognizes that our unique expertise adds immeasurable value to our clients. The varied background of our professionals affords us the ability to apply our talent across multiple industries. However, our passion and focus has historically been in the public transportation and aviation industries.
Public Transportation
BWS helps our public transportation clients (primarily State Departments of Transportation and Transit Agencies) manage their federally- and locally-funded programs. In this capacity we support program management practices, such as developing and implementing state management plans and standard operating procedures; providing third-party technical assistance and oversight assessments; conducting staff training; implementing civil rights programs and industry best practices for operating a transit program; preparation for FTA and local oversight reviews such as the Triennial and State Management Reviews; and capital program management.
Aviation
BWS helps our aviation clients manage their grants, concessions, and diversity services. As such we support them to develop and implement monitoring and reporting processes for minority and woman-owned businesses under their local programs and the FAA’s Disadvantaged Business Enterprises, Airport Concessions, and Small Business requirements and initiatives. Our work includes developing policies and procedures for diversity in procurement and workforce; supporting the triennial and project goal setting; DBE/ACDBE/SBE program development; public participation outreach and communication; and the reporting and monitoring of participation. BWS has unequalled skills in developing, reviewing, and negotiating Joint Venture Agreements and developing capacity-building programs. We also serve as liaison with FAA regarding goal methodology and reporting.
Other Governmental and Quasi-Governmental Organizations
Because of the large volume of entities that support or benefit from local, state, and federal grant funds, BWS has experience in providing direct and indirect services to this marketplace. This includes education-based efforts such as those our team members have conducted for the National Transit Institute (NTI) at Rutgers University, American Association of State Highway and Transportation Officials (AASHTO), and economic development agencies on the state and federal level.
Private Industry
BWS understands that compliance and profitability are not mutually exclusive and provides important insight to contracting, consulting, and concessionaire firms in successfully navigating grant, contracting, or lease requirements. Additionally, BWS understands the value of teaming with private firms to deliver holistic services to their clients.
